Only /data/playlist is check/uncheckable. 4.8.7.0/4.9.0.20 But can only guess something broke during the migrations to 4.8. But I replicated the issue via dev console as the field is Disabled by default to prevent changes. So you would have to delete the disabled apply your setting and save and refresh page to automatically reapply Disabled. As it is not suppose to be configurable as it is required per user.

So if the option is unchecked user has no access to user playlists? But since the option is technically disabled from change what should a user do is the option is unchecked?

It should probably just be hidden from the screen.
