If not than you have some local policy/rule blocking this website. https://embydata.com/downloads/server/release14/MediaBrowser.Server.Installer.application you were right. i had to turn off IE Enhanced Security Configuration on the server. not sure what has changed since i have been running this server for many years and never encountered this before, but once i turned off IE ESC, file downloaded and updated no issues. guess that will have to be a part of my update process moving forward. thanks guys.
