It doesn't seem to be working vert well, when transcoding is not running the CPU stays at 3% usage.

Right but that setting is for each ffmpeg process.

So each ffmpeg process will have a software thread limit ?

Just an idea i'd be nice if there was a way to limit the overall cpu usage.
Like say 60%.

The simultaneous stream limits are a good way of limiting resource consumption. You can set this globally or per each user.

Yes but it's not quite what I'm looking for, is it ?
