That is the "October 24, 2019-KB4522741 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 and Windows Server 1903 RTM". Thanks to Luke and his team for helping me through this. Special thanks to Carlo who went above and beyond, solving this issue .Thanks Carlo. As my limited understanding goes, the problem crashing Emby was the upgrade installed in the wrong Folder. I have been using Emby since it was Media Browser 2 in a folder called media browser server. After the upgrade windows created a new folder (Emby) and installed some files there as well. Windows was trying to start the server from the old installed folder.
