"In the go menu in finder you can type ‘ ~/.config/Emby-server’ and it will take you to that hidden location"

Thank you very much, this trick actually helped to find the hidden folder with the subfolder userplaylists, in which the Punk-Rock playlist (m3u format) that I created on emby is located.

(screenshot 1)

So I proceeded as @Luke and @Happy2Play recommended:

1. Exported a test playlist (name: Drum & Bass) with five songs from Apple Music in m3u format

2. Copied the playlist in a folder created for this purpose into the userplaylists folder.

(screenshot 2)

3 Restarted emby server

Result: the emby server only shows the Punk-Rock playlist that it created. The inserted playlist called Drum & Bass is not recognized.

As I previously said only Emby created playlists can go into userplaylists as they are Emby user controlled via usershares in the database.  You can edit existing Emby created playlists or dump your custom playlist into /data/playlists folder and will be visible to all Emby users.

Alternatively, you have the library import options and can dump your m3u into a folder within your music library also.

I did another test and copied three playlists (one with a folder, two without, one in m3u8 format and two in m3u format) into the playlist folder. After another library scan, all lists were recognized and can be played.

PROBLEM SOLVED!  😎 👍

Thank you for the great support!

You can't copy playlist files into userplaylists. Those are user-specific, so although the server will scan it, no user will have access to see it.
