Pictures broken for some people

Basically, random actors have broken pictures. Web browsers show a broken image icon, and apps like the Android TV show no picture. Emby thinks there's still a picture though, it's just broken, so I have to manually search and reselect a new picture to replace the broken one. Doing a full metadata refresh with replace all images also fixes the picture, but the refresh people task doesn't know which people have broken images, so that doesn't fix it.
