Doesn't scan the library

Emby server version 4.10.0.10 beta
When scanning, it stops at 93 percent and that's it, it just sits there.
And I understand why this is happening.
The server is trying to connect to other resources to get information about the film. But for obvious reasons, it can't connect to these resources. So the scan stops and always shows 93 percent.
Naturally, new content isn't added in this state.
I can add information about the film manually, but you understand that until it appears in the library, I can't do that.

Noticed that the moviedb fails connections.  Seems to happen all the time if you have VPN or possibly outside of the US.
Error App: Error in appears 10 times.

Without VPN, you go straight through to the moviedb.  Maybe it has something to do with the scan stalling.
