You've provided no details which makes it difficult to help you. What is your network setup like? Explain in detail all the devices in the path from your ISP gateway to your Emby server device. Does this device have a static IP assigned? Can you provide a screenshot of your port forwarding rules? Did you check the firewall rules on the Emby server device? What OS is it?

3. Checked for Multiple routers double NAT: https://emby.media/support/articles/Connectivity.html#multiple-routers-double-nat
