Hello, I have no access to set user access permissions. When I enter here, I just circle around and keep scrolling, without displaying all the media libraries. I cannot modify the access permissions of a certain user by navigating. How can I solve this problem!

But - Very Important:

Anywhere you see library.db in these instructions, substitute authentication.db instead, because that's the database file having an issue. So same instructions, just different database.

So don't blow away your library.db database
