How do I allow Recordings/ DVR folder when I enable Parental controls to "Allow or Block" certain tags... what I'm seeing if you add tag parental control the ability to see Recordings go away... if I remove the parental filter off it works again

Hi, Which mode of Parent Control Tag filtering are you using?

If using allow then only things tagged will show up so no new recordings will appear until you've adding the tag to it.

How do I add a tag to Recording folder?

You would edit the meta-data, scroll down to the tag section and add it.  But I'm not sure this is going to work the way you want it to.

What exactly are you trying to do with tagging?
