Can't get a live TV stream to actually start (HDHR Prime)

I have added my HDHR Prime to Emby (manually, via static IP as Emby couldn't find it automatically).

I am using the Emby Guide data.

 

When I attempt to tune a channel, I get a spinning circle.  After maybe 30 seconds or so, a second spinning circle appears, and a timer bar appears at the bottom of the screen, but no matter how long I wait, the stream never actually starts.

 

If I logon to the HDHR web UI while this is happening, I see that a tuner is in use, so the request is getting to the HDHR, and the HDHR is serving up the requested channel.

 

Once at this screen, there is no way out.  I have to close the Emby tab, which doesn't release the tuner in the HDHR. The only way to free up the HDHR tuner at this point is to bounce the Emby NSSM service on my server.

 

Logs attached - I have removed my public URL, username, and remote IP - I just replaced them with "<<PUBLIC URL>>, <<USERNAME>>, and <<REMOTE IP>>" - the logs are otherwise unmodified.

 

Running on Windows Server 2019 - remote access behind nginx reverse proxy - streaming stored content works.

HDHR Prime works fine in Kodi, Plex, and the Native HDHR app.

As a followup, I tried to start a live TV stream on the server itself, using the 127.0.0.1:8096 address, and it acts the same way, so it doesn't seem to be an issue with my reverse proxy.

I also totally disabled the windows firewalls and tried watching on the local server, which also acted the same way, so it's not a firewall issue either.

 

Just hoping that helps to rule some things out...

It appears the streams are not actually being delivered from the device.

Error MediaEncoder: Timeout while running Ffprobe

And the stream never starts in ffmpeg either.

 

Are you sure you have the proper IP address and that nothing on your network is blocking the traffic between server and tuner?  The fact that the server could not automatically discover your tuner is a big red flag that something is probably blocking it.

Yes, because the HDHR says its serving up the requested channel, so I know the IP is correct and the request from Emby to the HDHR is getting through. 

The firewall is totally disabled, the network type is private, and there are no other firewalls between the HDHR and the Emby server, so I can't imagine what would be blocking it.

 

Also, I can reach the HDHR web UI from the Emby server using it's local IP

As a test, I installed Emby on another PC in the house, and immediately tried to add the HDHR.  The new install on a separate PC also couldn't find it.

 

Are there some kind of network requirements I can check or some thing, because I can't fathom what would be blocking it from working, especially as it works fine in Kodi and Plex?

Some small progress has been made. I noticed that if I just leave the window open, after several minutes, a stream actually does start, but it just stutters for 1-2 seconds, then stops. 

 

New logs attached showing this.  I'm thinking it's not a network issue?

Are there any issues with signal strength on the tuner?

No, it's cable, and it works fine in Kodi, the HDHR Native app, and Plex.

any other ideas?  I'll be letting my premier membership expire if I can't get this resolved, as it makes no sense to keep it active,
