Duplicate Force THUMB images in library?

Is there a way (maybe in the future) to force the THUMB images as standard for all users?

 

At this time a user can set it himself but standard it always PRIMAY.

 

I don't mind a user to change this but I would like the option to set the standard to THUMB.
