Live TV showing channel not availible

I know this is not a MB issue, but I have a ATI HDTV, which while it has not been supported since Windows XP I had it working great on Windows 7 but now that I have upgraded to Windows 8.1 WMC will detect the tuner and find about 20 channels with strong signal strength but whenever I attempt to goto any live channel or record anything it states that the channel is not available at this time and to try again later. I have tried different drivers and changed the firewall settings to allow the WMC receiver though. Still no luck.

 

Has anyone had this issue (from other forums I have seen this to be a issue with several cards and Windows 8.1), and if so have you found a fix?

 

Any help would be great.
