If you're talking about ADSL, that is not very developped in North America, but more in Europe, by design, the upload is normally very low. What you can do is going on speedtest.net, and check the bandwidth you can handle for the upload on your server-side connection. Let's say you can upload at 10 Mbps, and you want to put 2 family members on your connection at the same time, you'll have to force there maximum quality to 5 Mbps each (Or any others combinations you want, 3 Mbps/ 7 Mbps). Notice that it's not really accurate though, and sometimes you could have to reduce a little bit more because sometimes the transco is a little higher than the quality you set, or your connection is lower than usual (Everyone could have bad days you know...).
