App stops playing when changing quality on Live TV

When playing a Live TV stream the app defaults to full quality. When I try and change to a lower bitrate, the app stops playing and displays an error:

 

Playback error: There was an error processing the request. Please try again later.

 

Android app is 2.8.39 and Emby is running 3.1.2.0 on a QNAP NAS. Android app log and server log are attached.

I also just notice changing quality on any video I have causes playback to hang. I can see the transcode running fine on the server, but the Android app never starts playing again until a quality is selected that allows it to direct play again.
