So it seems to be the library scan making that? Take a look when emby for kodi make a library update, it seems to be a factor too

Well of course, because your library scan will send events to emby for kodi for all the items modified/added/removed. So that's normal you'll see increase usage during that time, because the add-on is querying the server for the changes.

 

What is not normal however, is if there's nothing going on and your cpu usage still is really high.

We have a new QNAP package available for testing:

Unlike the current package in the QNAP community, this is built by the Emby Team and will be tested and supported by us. It is also built with the new .NET Core runtime from Microsoft, which has major performance improvements over the mono runtime used by the community package.
