Found it by using my computer.

Is there anyway to tell it to create only new movies in hallmark with this function?

How would the server determine that?

Setup a keyword search for Hallmark Channel searching Title for "Christmas" 
Same as above but for "Holiday"
Setup a keyword search for Hallmark Channel searching Overview for "Christmas" 
Same as above but for "Holiday"

Set them to record all episodes 
You'll see this:

Unclick that option, then enable it again. 

Enable the check for existing episodes in all libraries

This will record all movies. I want to record just the new ones for 2024.

No. You would have to check the scheduled recordings and remove any that you don't want to record.
