Hi, I just bought the Emby Premiere and I want to be sure that I understood well about the limit of devices. 

I'm admin of server and I shared my library with 3 persons only. One of them had this message: 
Your account exceeded the maximum streaming limit set by your Emby Server Administrator. Please contact them for assistance.

Could you please answer to me: 

1. First question.

To avoid this message, I should to have in settings: 
"Network settings" - "Max simultaneous video streams" -  "unlimited".

And in each "Profile user" - "Max simultaneous video streams" - "unlimited". (However, if the user watch only one movie from one device, I can leave it to 1). 
Is that right?

To find another explication to the message... 
2. Second question
If all 3 users logged in Emby server a lot of times (let's say 10 each one), but from different devices (Web browser, cell, TV, Roku, etc. let's say taht the tried to check how it works), does it mean that I already exceed all 25 devices limit? 
3*10=30... If yes, what should I do to reset the counter? Should I delet all devices from Devices menu?

I'm new here on forum, sorry if I did not find the answer, but it seems that it's confusing not only for me.

That is unrelated to Premiere subscription and is used strictly for access/session control, following to your:

Premiere device limit does not apply to overall number of devices but only to devices that actually use Premiere features (which features are those, you can find out here). So, hypothetically you could have 1000 devices in your server Devices list - if none of them wasn't using Premiere features, you'd still have 25 slots open. Standard Premiere subscription carriers a 25 devices limit - devices are tracked for abt. a week after which they drop-off the list automatically. That is not something that's exposed to the end user and there's basically nothing you can do to lower number of those devices/open more slots save subscribe to Extended Premiere options (45 or 75 devices limit) and/or potentially unlock certain client apps which would only enable Full playback (but not other Premiere features) on those clients/would not count against your Premiere limit for playback only.

Thank you for the answer. I will try by deleting the user that had this message and to add him one more time. I will check all settings to be sure. I understand why he had the message, but not sure about all the settings that was used. 

About the devices: there is a way to create an user and to set that for him it will be possible to use Premier features only on 1, 2, etc. devices.?

I know that I can change this number in "Device Access". However, there I see only the devices that was used before by me or another to users to log in Emby, I can not really do something before that the user will log in.

Nope, only restrict number of devices he can access from.

Yes, but I can not change the number of devices before he will acces it. Right? I can not, let's say, to set it to 3 devices when I create the user.

I've had problems setting it to 1. Sometimes when switching between bitrates client side, that error would come up. Seemed like the server was treating each transcode as a separate stream and dropping the axe when they overlapped somehow.

I set everyone to 2 streams or more and it hasn't been a problem since.

I will continue this topic because we spoker here aboit the device limit. 

Could you please confirm me that if I use the same Android tablet with Emby, but switching between 3 accounts: mine, the account of my wife and for my kids, it will count only for one device, right? 
So, if I use different accounts on the same device it counts like one device? 

Second question: 
If I use my admin account on Roku, Google tv, etc, it does count also like an device? The admin account count in the 25 numbers?

AFAIK yes, but @ebrmight have to confirm that.

Following above: user is irrelevant, admin or not. If device is using Premiere feature, it counts - doesn't matter who's logged-in at the time.
