Hi, Companies like Netflix and Disney prepare multiple versions of each file.  It's not uncommon to have over 12 versions of a media stream.
What that allows them to do is dynamically change the bitrate of the media being streamed to handle fluctuating media levels.
This is actually quite easy to do if you want to have that many versions of media prepared and stored.

Emby Server is often times lucky to have the media prepared at all to be in a streaming format and has to deal with all kinds of things that a Netflix would not like hard coded subs, sound tracks in formats that can't be used, resolutions that are to high for the available bandwidth etc....

Without the luxury of having perfectly curated media available to it, Emby server has to deal with what you give it. At present it can not dynamically adjust bandwidth on the fly like this.  However you should be able to adjust this on the client side.  Each Emby client application allows you to set a maximum bandwidth limit it will use (check playback menu).

So if the 15Mb to 30Mb you mentioned was the amount of upload bandwidth available to the Emby server and if we assume you want to be able to handle 2 streams you can calculate 15 / 2 = 7.5 Mb is roughly the limit that should be set to allow 2 clients to play back.  You would need to test this as latency and other factors come into play but adjusting each client to something in the 6Mb to 8Mb should make them always use that or less bandwidth which should help fix the problem.

It's very important to understand the difference between download and upload bandwidth from the standpoint of the Emby Server.  Run a speed test from https://speed.cloudflare.com/

We mostly care about the value given for upload.  That is the bandwidth the server has to work with.  We want to see the jitter number pretty low as well.
Let us know what you get for those two values.
