Raspberry Pi 4 - H.265 hardware decoding

Hi,

My current operating system is "Raspberry Pi OS Lite". I installed emby server via docker and tried the images: emby/embyserver_arm32v7 and linuxserver/emby.
Following both documents I'm unable to use hardware decoding during transcoding for H.265 encoded videos, emby server continue to decode via software and for high quality videos the raspberry does not keep up.
Has anyone configure the raspberry to enable H.265 video hardware decoding?
