Playlist UI is very buggy on all platforms it seems.

On the backend prepare a music playlist and import it into Emby.

Now open Emby's front-end interface on Android or Desktop Browser, navigate to the playlist.

Now try moving an item in the playlist up or down.

Now try playing the same item (If in browser click keep or clear on the prompt) - it'll play the wrong song and replace an adjacent item in the UI with a soft duplicate of said song. Refreshing the page corrects the UI.

Also, in Android dragging an item to the top/bottom of the screen does not scroll the list up/down like it does in the desktop web app. This makes rearranging playlists larger than 10 items an absolute chore.
