Server Update Prevented Due To Lack of Access

I was unable to update through the web ui for 4.6.3 and didn't think much of it.

Now when attempting the same for 4.6.4 the same issue with the web ui update, so I tried manually installing the server but run into this error. Even when attempting to install with elevated admin access the install stops here stating it doesn't have access.

I'm not sure if I've changed any system settings since 4.6.2, but typically the machine runs Emby and Channels DVR and that's it. 

I'm sure this is something on my end that I'm messing up, but at the moment, I'm not sure what could be preventing me from installing manually.

That means something is holding onto the current install folder and the updater can not close/move it so it can not update.  There are dozens of topics on this.

If you restart the machine it updates properly, correct?
