Movie Stopping Every Few Seconds

Good evening, for some reason, I am having some problems with the server lately, first, when I try to play a movie, it maxes out my GPU during transcoding for some reason, and the movie keeps stopping every couple of seconds and takes forever to load.

 

Then, even after I let it transcode 100% of the movie and I try to play it, it still keeps getting stuck every few seconds, I don't know what's going on.
