Anyway to control remote streaming quality from a device with the Emby Server itself on my end?

I know the default Emby apps all set remote streaming quality to auto but is there anyway I can over ride that ? Thanks. Either make it max or as low as I want ?

Not that I know of, as there are no device specific settings.  All you can do limit the users "Internet streaming bitrate limit".

Remote overriding client bitrate limit, that would be an interesting feature. I have some client forcing emby server to do some unnecesary transcoding because he doesnt follow instructions and never change the bitrate limit in his device.
