Question about an item with resolution over 1080

I have some HD movies labeled as 4K. I have to set a tag to ca-blu-ray to show cover as HD instead of UHD. 

Resolution is 1920x1088 (strange resolution), do think those 8 pixels more make Coverart plugin think it's 4K content?

Yes when these are set by specific values.

All odd resolution have issues and I know it can create playback issues also as I have had them happen as the resolution does not conform to player conditions.

That is not just strange - that is beyond the capabilities of full HD (defined as a max of 1920x1080).  So, by definition, it is beyond full HD which classifies it as 4K.
