Trakt plugin can't edit excluded folders in browser or Emby Theater

I wanted to add an additional excluded folder to my Trakt plugin tonight, only to discover the the plugin settings won't allow me to edit the excluded folders at all. As shown in the screenshot, it says "Exclude folders" but there is just a thin line below it, nothing can be selected or anything.

I tried in Chrome, Chrome with uBlock Origin disabled (always the first thing I try when anything is wonky), a Chrome Incognito tab, Firefox, Microsoft Edge, and Emby Theater on Windows 10 - all the same.

I found trakt.xml and found that the folders I had previously excluded were still there. I added the one I want, but that's not really a great long-term solution, so I continued to tinker.

I shut down Emby, removed all the excluded folders from the trakt.xml file and restarted Emby. No change.

I shut down Emby, revoked Emby's authorization in Trakt, deleted the trakt.xml file, restarted Emby, and re-authorized Trakt. No change. (Obviously at this point the newly created trakt.xml didn't have any excluded folders in it; by no change I mean the plugin settings still appeared as below and did not allow adding any excluded folders.)

I shut down Emby, manually added my excluded folders back into trakt.xml, restarted Emby, and tested by watching one thing in an excluded folder and marking one thing as played in a different excluded folder. Neither appeared in Trakt, so it seems it is honoring the excluded folders in the trakt.xml file - but of course ideally I would prefer to be able to actually edit the list properly in the plugin settings.

Then I thought to check in the Android app - ah ha, in there I can select (and de-select) excluded folders! Tried a test though - in Chrome, opened the Trakt plugin settings (where I still cannot see/edit excluded folders), hit SAVE on my settings (without changing any), and then went back into the settings on the Android app - and now all of my excluded folders are UNchecked, so no folders are excluded anymore! Did the same test with Emby Theater (re-excluded them in the Android app, saved, went into the plugin settings in Emby Theater, hit SAVE without changing anything, go back in the Android app and again no folders are excluded anymore. (Confirmed they are also not in the trakt.xml file.) So that would mean that I can't ever change any Trakt setting on my desktop, either in Chrome as I usually would or in Emby Theater, because then I will lose all the excluded folders I have set.

Emby Theater version 3.0.15, Emby Server version 4.5.4.0.
