I there a liveTV setup guide?

I have a working installation of WMC and MB server runs on that same PC.  Today I installed the LiveTV plugin but am not sure of the next step.  On the Live TV tab it says:

 

 

Status: Unavailable (No connection could be made because the target machine actively refused it [::1]:9080)
