fail to start emby-server for 2 weeks with nothing changed

no software upgrades, no windows system updated,  just suddenly can't visit http://localhost:8096,

I've tried:

1. restart the computer
2. reinstall the newest version of emby-server
3. run emby-server as Administrator
4. close some other apps(it's my NAS, so not so much app's been installed)
5. check the '8096' port with `netstat -nao | find "8096"`, find nothing
