Those are old drivers.  The link I gave you has the current latest Intel drivers.

intel web tells me there are manufacturer drivers and can't update them

Are you trying to run an auto update or did you directly download the driver from here

and then running it on your local computer?

Yesterday I already provided it and it indicated that the driver is not valid for that system.
Contact the manufacturer of the system

Let me rephrase my question.

Did you download igfx_win10_100.9466.exe and then try and install it?

Could you try it again and show a screen shot of the error you get?

Thanks for doing that. I guess with it being a touch tablet they are letting MS control the vid drivers. 

You likely have these installed but it wouldn't be a bad idea to try these which are specific to the Surface Pro 4.

My version installed is 24.20.100.6299

The last version from the web 20.034.43185.0

I did a remote session and we explored many things with no resolution to why the store version won't play as smooth as the desktop version.
Files are mounted on a google drive.

Web and desktop theater will direct play files.
Store version stutters/pauses with a 11Mb file.  If forced to transcode to 1080-10Mb it plays back perfectly.
AC3 audio in direct or transcode.

Anyone have any additional ideas?

just a remark: not all the videos are on drive, I also have on the local network and they have the same problem.
