Did have a hunt around without much joy - are there any Windows binaries to install the most recent beta as released https://github.com/MediaBrowser/Emby.Releases/releases/tag/4.6.0.28 or is it sufficient to download the relevant zip and overwrite the existing install maintaining any configuration data?

That is exactly what the update process does, it renames the current system folder to system.old and extracts the new system folder.

Why do you need to manually get the update?

But there is a setup.exe for the beta via the download page that you can run also.
