Efficient synchronisation of music when only tags have changed

Has any one found a tool / OS that can keep two folders with music synchronised across low bandwidth efficiently when (mostly) only the tags have changed? (I only need to sync in one direction), or maybe a generic copy tool that only copies changed blocks?

emby has a sync option - not used it for ages though

synctoy - this is old so may not still be around

rsync

any good backup utility can do this - syncbackpro or the free version

thanks will take a look, i cant see anything on their pages regarding only copying tags or changed blocks.

i am looking for a tool that when the tags are changed on a 1tb library only the ~100MB of tag data needs to be transferred.

for small song files - i doubt its needed - be quicker to just do a mirror
