Error launching web browser?

Is there a fix for this?  It happens on a routine basis.

 

Win 8.1 and utilizing MBC

we asked your operating system to open your default browser at a given url, and it reported an error. you might try reinstalling your browser and/or changing default browser settings.

My default browser is chrome.

Not sure how else to adjust the browser settings..

Ugh. still happening, and the only way to get it back online is to reboot computer.

There has to be a better way.... right?   RIGHT??
