Hardware detection for Nvidia HWA error

Hey, Not exactly sure what I am doing incorrectly. Looking for some guidance. 

Currently running
Proxmox 6.2-6
Ryzen 3800x
gigabyte b450m ds3h 
RTX 2070 
32GB DDR4 

I have an Ubuntu 20.04.1 VM setup. I used DockSTARTer to install my dockers, I have also added 

      - NVIDIA_VISIBLE_DEVICES=all
      - NVIDIA_DRIVER_CAPABILITIES=all

to my Compose file. I can see that those variables show up inside of Portainer when checking the docker. Nvidia drivers 460 installed. 
I have already passed the GPU through to my Ubuntu 20.04.1 LTS VM, checked by

NVTOP 

Ive gone through the Docker HWA Nvidia Instructions three times but none has succeeded. Nouveau seems to be disabled and 
Ive attached what i see in my Transcode settings screen along with an "hardware_detection" log.

What exactly did you do?

Perhaps DockStarter is adding some unforeseen variables to this? I don't think we've ever tested using that before. To be honest I had never heard of it.

Hey, I did step 1-2, When i checked /etc/docker/daemon.json from step 3 the code was already there. (assuming Nvidia installer did that). Restarted for step 4. Created the Emby docker and checked ENVs enabled in the guide to what i had manually enabled, and cross checked in Portainer. After that i checked Emby but Hardware acceleration would not populate. I checked the hardware detection logs and see that libcuda has errors. tried running 

sudo apt install nvidia-cuda-toolkit

but i get 

Errors were encountered while processing:
 nvidia-dkms-460
 nvidia-driver-460
E: Sub-process /usr/bin/dpkg returned an error code (1)

Not sure what to do.
