How do I find out why something is direct streaming?

same file on iphone 12 pro max with dv/hdr support, direct play

That is HDR or Audio.

Goto the API while the thing is playing, run the GetSessions end point.

Then look at the Transcode Info.  It looks like the audio is the reason its not direct playing on pc for my 1917 movie and the container is TS even though the file is MKV.

If you look at crusher11's logs, you'll see that neither video nor audio is transcoded - the ffmpeg log says "copy" for each of them.  Nothing is being done other than remuxing, so talk of HDR or audio is entirely beside the point here.

Precisely.

I remuxed the MKVs myself in Toolnix into new MKVs and it works now. Weird.

Direct Streaming happens for three reasons that I am aware of.

1. Container not supported 

2. Client/app does not have direct access to file.

3. The audio track need converting.

Maybe it was a malformed MKV file.

Yes that would suggest bad header info if it did remux without any errors.
