Playback won't start at Chapter point

Trying to start playback by clicking on a chapter thumbnail in ET will start playback from the beginning of the video.  I've tried multiple movies and TV episodes and they all start playback from the beginning.  Resuming playback for a partially watched video works correctly though.
 

Clicking chapters works fine in the WebUI.
