don't want premiere

when one of my users on shield gets unlock premiere but we don't want premiere as we are using just our own local media. How do we get passed that. we just kept going around in cycles with the options

You can either buy premiere or pay the unlock fee for the android TV client.  The Android TV client is not free.  We're ALL playing back our own local media.

Your users won't use a premiere license unless they do something that requires it.  Some apps are free to use such as Roku, Smart TVs, Apple TV for example.  They can do full playback so unless you give them specific Premiere Features they won't use a license.  You can also have friends purchase the app on other platforms such as Android for full payback and they won't use your license either as long as they aren't using a Premiere feature.

The charts/matrix ebr linked you to will clearly show when a premiere license is needed or if an app can be unlocked instead.
