So you have to manually update them to actual people images. I guess there could be but TVDB can not be the first provider for TV, Still think we need provider order for People to return.

I think we'd need a bit more than that. You'd need to track where the current image is sourced from and then allow the system to override that image with one from a higher priority provider if it existed. Otherwise you'd still be stuck with the first Anne Hathaway pic downloaded. If the first time that actor appears in your library is a TV show and you use TVDB as a metadata provider for TV at all, you'll be stuck with a lame picture of Anne Hathaway as a cartoon I'd love it if it worked that way since TVDB's actor pics are often dreadful, but I have to imagine that's a big increase in complexity for the refresh people task.

You will have dueling systems as Actors exist in Movies and TV so the two libraries have different provider orders so who would have the higher priority? The image above can from The Simpsons. https://thetvdb.com/people/255156 The issue is TVDB does a Character image per show, looks like movies also now. So the only current way to avoid this is not having TVDB as the first provider (that I am aware of). I assume the new api will have a options of media character image or the person image. As you say though, if TVDB requires a subscription it won't matter as most of us would likely no longer use it.
