Are you wanting to change text on Both login pages?  It possibly can be done but without pageids I am not sure if any other place will be affected.

(Quick looks shows multiple html pages with {form h1} and {div h1} so trying to apply to one affects all)

If it can't be targeted specifically then you would have to edit the login.html and manuallogin.html

or your language json file for that string. (*\Emby-Server\system\dashboard-ui\modules\common\strings)

What do you mean hide "Administrator"?  Do you mean from the Login page?  If you you don't need css, just go to the User via the Dashboard and look at the bottom of the user options.

That shouldn't be persistent, just pop up occasionally and is typycaly cleared on refresh. Try clearing browsing data.

On my systems it is the second child and already hidden per Emby code, but code above will hide it when not hidden by default.
