Regular users can delete, and delete from, collections even though I've unchecked that ability

In the profile settings for this user, I've unchecked "Collections" so that they cannot delete from any collections.

 

However, the user is still able to delete files from the collection, and even delete the entire collection itself, as seen below:

 

 

How do I stop users from being able to delete collections?

I just tested this myself by creating a test user and can confirm that users without access to delete collections are able to do so.  Deleting the collection does not delete any videos or files within the collection, but does delete the collection folder for all users.

I can confirm this. I want to believe this is more of a bug than "by design" feature.
