I for example can stop, start, pause playback of my Son's Xbox when he doesn't hear me calling him to dinner and I have no account on his xbox. The second option narrows things down to only being able to control shared devices. So only devices that you have logged in previously with. UPnP and Chromecast devices are considered "shared" until a person is using them for playback. The second option is great for family members wanting to all be able to cast to the Living room or basement TV where each family member has an account on the device connected to the TV which could be a Android TV, Android Mobile, Chomecast, TV with UPnP, Roku, etc..
