Searchable App - Randomly disabled after rebooting Nvidia Shield

I noticed Google Assistant voice results for Emby are randomly disabled after rebooting my Nvidia Shields (both 2017 & 2019 versions):

Settings -> Device Preferences -> Google Assistant -> Searchable Apps -> Emby (On/Off)

That setting appears to be static until the Shield is rebooted, after which there is at least a 50% change it will be disabled.  If it survives the first reboot, try restarting a 2nd or 3rd time.  Also don't trust viewing that setting just once.  Numerous times after a reboot it was marked as On/Active, only to have the first voice search fail to return any Emby results.  Confused, I checked that setting a 2nd time only to see it was now disabled.  WTH?  Very strange... 

Anyone else experiencing this?  I have Emby, Netflix and Disney+ apps installed with the latest firmware.

Strange.  The app isn't in control of that setting so I'd think this has to be something with the OS or Shield itself.
