Emby server mobile downloads not working

I am not able to download files to mobile devices. This persists through resets and is true no matter the file type or size. It is stuck at "transferring 0%" until it claims it downloads individual songs or episodes and then goes back to "transferring 0%" while the other songs or episodes are stuck at "ready to transfer".

I have tested on different devices (ios and android, tablet and mobile) and different networks.

I have tried using different ports and apache configs (server routed to subdomain through apache reverse proxy) all of which have not worked. (Ports opened and worked using different media streaming services).

Hi there, what version of Emby Server? What version of the android app? What device and version of android?

Emby server version 4.4.3.0, android app version 3.1.23 (beta and non beta), ios app version 1.9.7.
