Does app purchase give offline movies? Or do I need Premiere?

The only feature I need for Emby is the offline ability (download shows). Does the in-app-purchase on the iPad app give offline ability? Or is a Premiere subscription needed?

I did the in-app-purchase and when I click download, I get pushed to a prompt to buy premiere.

I thought the only difference between in-app and Premiere is that Premiere allows any connected device access to offline, plus the live-TV and cinema features that I do not need.

Yes Emby Premiere is needed for this.  It's the first item listed https://emby.media/premiere.html which give you some of the features that Premiere adds over the base product without it.
