Is there a article/document that shows what formats and what files what device plays?

Hi.  You can generally look up the specs for a particular device on the manufacturer web site.

What device were you interested in?

Looking for something that will do 4k h265 direct play (Nvidia Shield, Fire TV Cube)

There are a lot more variables involved that will determine exactly what will do it but the Shield is pretty much the top of the pack - meaning it will play the most.
