Photo Name Display and Sorting Basics

I'm sorry if this has been asked before, I tried searching but couldn't find answers:

 

My Photos are arranged in Folders named by Year   (e.g 1998  1999  2000 etc)  Photos are named with a number and title within these folders (e.g.  001 Xmas at Grandmas      002 New Years Eve Party  003  NYD Hangover   etc)

 

Under "Home Videos and Photos" the sort order of the folders is not by the name of the folders - how do I control this ? 

 

From this screen, when I click to open a folder I get a display of all the photos in that folder but the name shown under each photo is that of the folder  (e.g. "2007"), not the name of the individual photo - Is there any way to control this?
