Reinstalled Emby on Windows Reinstall and can't get video to download or transcode

Reinstalled Emby can't get video to download to my phone nor can I get it to convert.

9900K / 1080ti

Before I reinstalled windows I would get near 100% usage in both cpu and gpu. Can't get more than 0% cpu usage and 5% GPU usage. Windows is pretty stock at this point.

Anyone have any advice?
