One OTA channel always have black boarder on sides

I wasn't sure where to post this.

 

There is one channel in Australia that emby is not playing it full screen always black lines at the sides whaterver time I try it always the same. It displays full screen using built in tv tuners I tried it on 2 x sony and 1 Lg and it is full screen in WMC. Since it is OTA channel you would be surprised that they would broadcast a channel that is not full screen.

Are the black bars burnt into the video?

That is a good question but I have no clue I assume not since I don't see those borders when watching that channel using built in tv tuner.
