Why is a full reboot required sometimes for updates?

I just ran into the issue of my Emby being stuck in an update loop getting to 4.4.1.0. After reading some threads about similar issues, I did a full reboot, which apparently allowed it to actually install the update. I'd like to know if there's a known reason as to why it won't update without it. This isn't an app that I would expect a reboot should be needed to update itself, and I find it a little concerning that it does, and I've gathered from the other post that this does seem to be a thing that happens sometimes. I'd only expect it if it was trying to update a locked file, which I can't imagine why it would have a locked file that wouldn't release the handle on restart. Or if it was trying to touch something in a system folder, which I can't think of a reason it should do that.

from my experience it’s often because a browser window has been left open on another pc with the dashboard on screen. Seems to lock a file and won’t fully update

Hmmm...that would seem odd to me that a browser would cause a file lock to be held through the service restarting. It should release any file locks it has during restarting. A browser connected through the service isn't itself holding the lock, so the service restarting should prevent that from being an issue.

We'll have to wait for @@Luke and @@ebr to investigate further, as this is becoming more and more common these days.

At some point later this year we're hoping to redo the windows installer.
