Emby in Xbox browser now requires Premiere?

I think I know this answer: The "app unlocks" are really just a one time purchase of the app involved and allows some of the clients to use an Emby server without purchasing "premier." 
That is devices like Android become unlocked if the server has a premier license or if a one time purchase is made. The exact relationship is not know by me as there are some devices, like Rokus, that work without a one time purchase but they still require Premier on the server for functions that are premier only, like live TV, to work. 

It is not really complex but it is confusing. My "solution" is to purchase lifetime premier for me. It works for me but I am my only user and I purchased lifetime years ago. It "could" be a less attractive purchase under current pricing.

To provide a way to get just playback functionality in some of the apps without needing Premiere.
