default confing and quality selection?

Hello everyone, I come with two question, is there any possibility of creating a default configuration for each new user?

On the other hand, what does the system take into account to determine the quality of the connection? my server always is transcoding in excess of the maximum bitrate. and it is directly connected by cable to the pc.

Currently no, there are several feature requests for user templates.
